CD Balaji is a Graduate in Mechanical Engineering from Bangalore University and holds a Master’s Degree in Aerospace Engineering from Indian Institute of Science, Bangalore.

He was commissioned into the Indian Navy in Sep 1978 into the Engineering Branch and has specialised in the Naval Aviation Arm. He has extensive experience in operation and maintenance of aircraft operating from an Aircraft Carrier that had features of Catapult launch and Arrested Recovery.

He moved to Aeronautical Development Agency (ADA) on deputation in 2002 involved with the first-time development of a Naval version of the Light Combat Aircraft (LCA Navy) right from obtaining the necessary Govt. sanction for the LCA (Navy) Programme in Mar 2003. In his capacity of the Project Director LCA (Navy), he has been responsible for the design, development, building and flight testing of LCA(Navy) Prototypes at ADA, Bangalore. In a nutshell, it has been a journey “from paper to flight”. The historic maiden flight of the first Naval variant of LCA (NP1) took place on 27 Apr 12 followed by the maiden ski jump launch on 20 Dec 14. The historic arrested recovery took place on 02 Aug 18.

From 01 Dec 2006, he took permanent absorption to ADA and rose to the grade of a Distinguished Scientist. He has also carried out duties of Secretary ADA for over 10 years.  He was appointed in the position of The Programme Director (Combat Aircraft) & Director, ADA from July 2015. He superannuated from this position on 31 Mar 2017.

From Jul 2017, he has been mentoring a Centre of Excellence in Aerospace & Defence that has been set up under the aegis of Govt. of Karnataka along with Visvesvaraya Technological University (VTU) and Dassault Systemes. This aims at Skill Enhancement of Engineers in the domain to make the students Industry Ready.

He has also been empanelled as an Independent External Monitor (IEM) by Central Vigilance Commission (CVC)

K-tech Centre of Excellence in Aerospace & Defence

An initiative from Government of Karnataka to provide high quality training for Engineering students in Aerospace and Defence (A&D) domain in collaboration with  Visvesvaraya Technological University (VTU) Belagavi and Dassault Systemes (DS).
Objective of the Project: To generate highly specialised skilled engineers in the A&D domain over a time and provide with Certification and Placements post course completion as an end objective.
Background for this Project: There is an acute shortage of skilled manpower for producing flying machines in India. Under the ambitious plan of Indian Government, “The Make in India” concept has sown seeds for production of these Flying Machines in India. Strategically India has required Infrastructure and manpower to meet the demands of the Industry. But there is a need to develop and upgrade skills to match the requirements of this ever-growing Industry.
Market research findings: It is given to understand that India will need 15,000 engineers today to become a self-reliant manufacturer and exporter of defence products. This is expected to grow four folds i.e.: 60,000 engineers, by the end of this decade. With 1 million engineers graduated out of 3500 engineering colleges in India last year, only 4%-7% were job ready to work for core engineering sectors. This explains the wide gap and the demand for skilled manpower in this domain and hence the need for this project
Importance of A&D domain: Forecast of 5 lac crores investment is required in the A&D domain for the next decade (U.S 100 Billion $). U.S 82 Billion $ market opportunity is available with the present fleet composition of 370 units in the year 2010 to 1046 units in the year 2020. This fleet would essentially comprise of Twin Aisle, Single Aisle and Regional Jet. India has the 9th Highest expenditure for Defence products in the world. Low cost of skilled labour of India in comparison with China @ 20% higher and U.S @ 95% Higher, gives us the advantage to execute “Make in India” concept successful in this domain (Source: KPMG Analysis)

1. Plan of Action
This is the step where a detailed plan is conducted to shortlist which Institution is eligible to become the Nodal Centre for CoE A&D, to check the existing Infrastructure available for successfully conducting the CoE A&D course training. Necessary support with respect to content developed by CoE A&D industry domain experts will be provided as part of the Scope of Work (SoW). Renowned consultants of Aerospace and Defence industry, who are part of CoE A&D Team and technical experts of Dassault Systemes aviation software products, combine to form a team who have designed the course content jointly for Theory & Lab Sessions.

5. Training course plan
In this step Detailed course plan would be prepared on identified systems. Students would be given necessary training on how to understand, support, modify various design elements of the system.

• Internship Course (1 month): This will be spread over 60 Hours will be allocated for Theory & 100 hour will be allocated for Lab Sessions on 3DExperience Platform of Dassault Systemes.
